On February 19, 2025, the Appraisal Council officially approved the adjustment of the National Power Development Plan for the period 2021-2030, with a vision to 2050 (PDP VIII). However, certain modifications and additions will be made before submission to the Prime Minister for final approval. This marks a significant milestone in ensuring the sustainable development of Vietnam’s energy sector, particularly in renewable energy. Notably, solar power is set for substantial capacity expansion.
Significant growth in solar power
The adjustment of PDP VIII is aligned with resolutions from the Party, National Assembly, and Government, following the National Energy Development Strategy until 2030, with a vision to 2045 (Resolution No. 55-NQ/TW dated February 11, 2020, by the Politburo). It also aligns with the national master plan approved by the National Assembly under Resolution No. 81/2023/QH15 dated January 9, 2023, and Vietnam’s international commitments.
Under the adjustment, the total installed solar power capacity is expected to increase from 25,867 MW to 52,825 MW. As a result, the share of solar energy in total power generation capacity will range from 25.3% to 31.1%. This significant increase demonstrates Vietnam’s strong commitment to advancing clean energy development.
The expansion of solar power capacity reflects a global trend, where many countries are making significant investments in renewable energy to reduce reliance on fossil fuels. With its high solar radiation levels, Vietnam has great potential for both rooftop solar and large-scale solar farm development.
In addition to expanding solar power capacity, energy storage systems (BESS) are also prioritized in the adjustment of PDP VIII. The storage capacity is projected to rise from 9,694-19,571 MW to 12,394-22,271 MW, accounting for 6.8% to 9.4% of the total power system capacity. Investing in energy storage will enhance grid stability, reduce pressure on the national power network, and optimize renewable energy utilization.
