Vietnam Energy and Technology Forum 2023 on localization in renewable energy

On the afternoon of December 14, the 6th Vietnam Energy and Technology Forum 2023 took place in Hanoi, organized by the Ministry of Science and Technology, Ministry of Industry and Trade, and Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK); and coordinated by the Department of Technology Application and Development, Department of Electricity and Renewable Energy in collaboration with the GIZ Energy Support Programme and CASE Project organize. The forum saw the participation and discussions of Mr. An, Pham Dang – Deputy General Director of Vu Phong Energy Group, Director of VP Carbon.

The forum’s discussions focused on the current situation, potential, opportunities, challenges, and solutions for increasing the rate of localization in Vietnam’s renewable energy sector. This is essential since Vietnam is leading Southeast Asia in energy transition, as the most vibrant renewable energy market in the Asia-Pacific region. The National Power Development Plan VIII for the period of 2021 – 2030, with a vision to 2050 (referred to as the Power Development Plan VIII), prioritizes the strong development of renewable energy sources, reaching the rate of about 30.9-39.2% by 2030, towards the target of 47% renewable energy rate, provided that international partners fully implement commitments under the Joint Energy Transition Partnership (JETP) with Vietnam. Orientation to 2050 renewable energy rate up to 67.5-71.5%. Meanwhile, the supply chain localization rate as well as the participation of Vietnamese businesses in providing services to the wind and solar power industry, is still low.

The forum had two sessions. The first session focused on analyzing the current development status of Vietnam’s renewable energy sector, exploring the potential for localization within the industry, and sharing international experiences in increasing manufacturing capabilities and providing services from local businesses. The second session included panel discussions and exchanges on the current status and solutions for promoting technological localization in wind and solar energy development in Vietnam.

Mr. An, Pham Dang – Deputy General Director of Vu Phong Energy Group, Director of VP Carbon – was one of the speakers participating in the second session, along with other speakers including Ms. Lan, Tran Thi Hong – Deputy Director of the Department of Technology Application and Development (Ministry of Science and Technology); Mr. Hung, Bui Quoc – Department of Electricity and Renewable Energy (Ministry of Industry and Trade); Mr. Thinh, Bui Van – Chairman of the Binh Thuan Wind and Solar Energy Association; Ms. Binh, Truong Chi – Vice President and General Secretary of Vietnam Association for Supporting Industries, and Mr. Truong, Mai Quoc – General Director of Ba Son Corporation.

Speakers on the panel discussed the current state of the renewable energy sector, the current state of localization in the industry, and the challenges domestic enterprises face when joining the supply chain. Delegates proposed recommendations and solutions to boost the localization rate in the renewable energy sector. Taking a pioneering business perspective, Mr. An, Pham Dang, Deputy General Director of Vu Phong Energy Group, emphasized the proactive role of enterprises. He suggested that businesses should not only focus on the domestic market but also leverage the global trend of renewable energy development, particularly within the region. In the current global trend of exploring and applying renewable energy, ensuring energy security and sustainable development is crucial. Enhancing technological autonomy and localization is necessary, not only to stimulate the development of the domestic support industry but also to increase self-reliance in the sector.
